Ideally, what I'd like to do, is to add sort of my own dynamic filter UI to the top of a report, just above the headers, to the right of the search bar... or maybe remove the search bar and have my layout instead.. something similar to below:

Realistically it's not an out of the box feature for Quick Base for the native interface. Your best option is to set up a nicely styled Quick Base code page and write your own HTML report with Javascript enabled filters. A simple doQuery would get your data, and then you can code your own filters to work / position however you'd like
